FIX: ADO.NET Provider for DB2 tracing is always enabled impacting system resources

ADO.NET provider for DB2 consumes high CPU when tracing is initialized but not configured.

Cause

ADO.NET provider for DB2 traces all operations even though tracing is not enabled in app.config or defined in Host Integration Trace Definition (HITD) files.
