Public folder contact lists don't show contact's profile picture in Outlook on the web in Exchange Server 2019 and 2016

Symptoms

Consider the following scenario in a Microsoft Exchange Server 2019 or Exchange Server 2016 environment:
  • You create a contact folder in a public folder in Outlook.
  • You create several contacts that have associated profile photos in the contact folder.
  • You add the contact folder to Favorites in Outlook.
In this scenario, the contacts and their profile photos are shown up in Outlook correctly. However, when you use Outlook on the web to view the contacts, the contacts are shown without their associated photos.

Cause

This issue occurs because Exchange Server requests the photos with the user's mailbox instead of the public folder and the pictures that are located in the public folder.

Resolution

To fix this issue, install one of the following updates:
For Exchange Server 2019, install the Cumulative Update 2 for Exchange Server 2019 or a later cumulative update for Exchange Server 2019.
For Exchange Server 2016, install the Cumulative Update 13 for Exchange Server 2016 or a later cumulative update for Exchange Server 2016.
