"The action cannot be completed" error when you select many recipients in the Address Book of Outlook in Exchange Server 2016 and 2013

Symptoms

In a Microsoft Exchange Server 2016 or Exchange Server 2013 environment, you start the Outlook client in online mode. When you try to select more than about 30 recipients in the Address Book, Outlook generates the following error message:
 "The action cannot be completed."

Cause

This issue occurs because some request types aren't defined in Messaging Application Programming Interface (MAPI).

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

Resolution

For Exchange Server 2016, install the Cumulative Update 12 for Exchange Server 2016 or a later cumulative update for Exchange Server 2016.
For Exchange Server 2013, install the Cumulative Update 22 for Exchange Server 2013 or a later cumulative update for Exchange Server 2013.
