Azure Stack Hotfix 1.1807.3.82

This update for Azure Stack version 1807 includes quality improvements. No new features are being introduced in this update. Important changes include the following:

• All fixes that were previously packaged and documented by Azure Stack Hotfix 1.1807.1.78.
• Improved update reliability if Secret Rotation was run on the stamp before the 1808 update.
