Emergency call fails when E9-1-1 Notification URI distribution group size exceeds the limit in Skype for Business Server 2015

Symptoms

In a Microsoft Skype for Business Server 2015 environment, you enable the Enhanced 9-1-1 (E911) services, and you configure a distribution group as the Notification URI in the location policy. Then, you make an emergency call to the distribution group members. 

In this situation, the emergency call could fail if the number of distribution group members exceeds the Notification URI size limit of 30.

After you apply this update, the emergency call should be successfully initiated, although the message can still be received by no more than the first 30 members of the distribution group.

Resolution

To fix this issue, install the July 2018 cumulative update 6.0.9319.534 for Skype for Business Server 2015, Web Components Server.
