Symptoms

Alerts Rules processing engine had a defect that prevented it from being able to process event triggers when the Rules are created by other users.

Resolution

Updated the logic to expand Alert Rule record for all users that are using alerts functionality.  Subsequent filtering will reduce the working data set to trigger those rules requing user notifications.
