Multiple ID 16405 events are incorrectly logged by BITS in Windows 10

Symptom

The Background Intelligent Transfer Service (BITS) incorrectly logs multiple ID 16405 events in the Windows Event Viewer that resemble the following:

This event appears near several 1502 or 1503 GroupPolicy events that have a similar time stamp. Additionally, the issue is not present strating with Windows 10, version 1809, and the 16405 events are an indication of a legitimate device configuration problem.

Cause

This issue occurs when the profile is set by using Group Policy.

Event ID 16405 together with event ID 1502 or 1503 is added on BITS clients whenever a profile is set up, whether it's set up correctly or not. You should interpret the event as meaning that a bandwidth profile was set up. It does not indicate any issue.

Note If there is no associated event 1502 or 1503 that has a similar time stamp, this indicates that there is a problem with the device’s configuration.
