FIX: A 32-bit application fails to start SNABASE when it is configured to run as an application

Symptoms

When you use a 32-bit application to start SNABASE, the application may fail to start. Additionally, you may get an error message that resembles the following:

SNABASE fails to start
F004, AP_COMM_SUBSYSTEM_NOT_LOADED
