Event ID 4999 and mailbox transport delivery service won't start with Exchange Server 2016 CU7 installed

Symptoms

After you upgrade to Microsoft Exchange Server 2016 CU7, you may notice that the Exchange mailbox transport delivery service is unable to start. Additionally, transport service (edgetransport.exe) crashes and returns the following error message:

Cause

This problem occurs because permission isn't handled correctly when accessing some components.

Resolution

To fix this problem, install Cumulative Update 10 for Exchange Server 2016 or a later cumulative update for Exchange Server 2016.
