Third-party Japanese IME cannot switch input mode in on-screen keyboard in Windows 10 Version 1709

Symptoms

When you use a third-party Japanese input method editor (IME) in Windows 10 Version 1709 together with the on-screen keyboard, the option to switch between English and Japanese is not available.

Additionally, even when Japanese input is turned on, punctuation marks and long tones are not displayed on the keyboard.

Cause

This occurs because Windows 10 Version 1709 doesn't provide a touch keyboard that supports third-party Japanese IMEs. Windows displays the English-language touch keyboard instead.

Resolution

You can switch Japanese input on and off by tapping [a]/[A] on the task bar. To do this, you must unlock the on-screen keyboard.

If the third-party IME provides its own user interface (UI) to switch input mode, you can use that UI.

Also, punctuation marks and long tones are entered by using commas and periods and hyphens for long tones just like on a hardware keyboard. (For example, tap hyphen and enter 1 2 3 from the numeric keyboard.)

More Information

After installing update KB4054517, OS build 16299.125, a touch keyboard is provided for third-party Japanese input method.
