Symptoms

Manually applying a binary hotfix fails on the MR step, and you receive the following detailed message:
"Cannot validate argument on parameter 'DataSigningCertificateThumbprint'. The argument is null or empty. Provide an argument that is not null or empty, and then try the command again."

Resolution

The changes in the hotfix take the latest binary package to resolve this issue.
