MMC window displayed incorrectly when resized on external monitor in Windows 10 Version 1703

Symptoms

Consider the following scenario:

  1. You have a computer that's running Windows 10 Version 1703.
  2. The computer has multiple display adapters, and a discrete display adapter is connected to the computer's HDMI port.
  3. An external monitor is connected to the computer through the HDMI cable. You set the external monitor to Duplicate mode, and you set DPI scale to larger than 100 percent.
  4. You open a Microsoft Management Console window, such as Computer Management or Event Viewer, and drag one edge to resize the window.

In this scenario, you find the window is not displayed as usual on the external monitor. It flickers and shows black areas.

Status

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is expected to be fixed in the next version of Windows 10.
