Error 'Summary account for vendor account  in posting profile  does not exist' when running Sales tax payments after KB3194361

Resolution

This hotfix contains the solution for above problem We don't need to get the summary account unless a vendor is set on the tax authority.  Get the clearing account if a vendor account isn't supplied
