Assume that you configure Enterprise Mode by using an Enterprise site list XML file on a local computer. When you use Microsoft Edge on Windows 10, Edge does not read the Enterprise Mode site list.
This issue occurs because Edge is a universal Windows App, and it cannot access the UNC location.
We recommend that you use the "http" path for the site list XML file.
Instead of using a UNC file path, you can use the file:// location on a local computer, and then add the “all application packages” ACL to the specific local file. Then, set read and execute permissions.
Navigate to the location in which the XML file is located.
Right-click the XML file, select Properties, select the Security tab, and then select Edit.
Select Add.
In the location field, enter the computer name. In the object names field, enter ALL APPLICATION PACKAGES.
The Properties dialog box should now appear as follows.
