Microsoft Store app fails to deploy offline to Windows 10 Version 1511

Symptoms

Consider the following scenario:

  • In Windows 10 Version 1511, you run an offline deployment of a Microsoft Store app that was not included with the operating system software.
  • This is a free Microsoft Store app.
  • You are using the Skip license option during deployment.

In this scenario, the app fails to install and triggers the following error:

STATUS_NO_APPLICABLE_APP_LICENSES_FOUND

Cause

The issue occurs because License Manager doesnt configure the license correctly.

Solution

The issue is fixed in Windows 10 Version 1607. To resolve the issue, upgrade to this version of Windows 10.

Workaround

To work around this issue in Windows 10 Version 1511, deploy the affected Microsoft Store app online. For some restricted network environments, you can also set up a Microsoft Store for Business environment and then deploy the app through an internal private network.
