Austria/AUT; Czech Republic/CZE: An integration example to fiscal service for cashier application in Microsoft Dynamics AX 2012 R3

This feature provides an example integration to a fiscal service (EFR) with possibility to send the selected cash transactions to fiscal service, receive a fiscal response from the service and print an example confirmation document with fiscal code in Microsoft Dynamics AX 2012 R3.

In OECD (Organization for economic co-operation and development), the "ELECTRONIC SALES SUPPRESSION: A THREAT TO TAX REVENUES" report highlighted the specific areas of risk to tax administrations regarding sales suppression techniques and made a number of recommendations to countries for addressing this important area of risk. A report gives recommendations to Tax administrations of different countries to develop a strategy for tackling electronic sales suppression. Addressing concerns in area of cash payments, different countries are developing new legislations for strengthening the requirements to controls in cash sales.

In Austria, starting from 01.04.2017, all businesses whose annual sales exceed some threshold have to register cash payment in the secure cash register.  

In Czech Republic, starting from 01.03.2017, every cash payment have to be recorded through the internet in the central data repository of the Financial Administration called EET. 

The technical solution requires a device that can make a signature (in Austrian case) or communicate electronically via the Internet (in Czech Republic case). It is only the entrepreneur’s decision what type of cashier equipment and software he/she chooses to use as long as the obligation to signature or sending a datamessage and issue the receipt is fulfilled.

This functionality is developed as an example of integration Microsoft Dynamics AX application to a fiscal service compliant with specific requirements to cash payments control in different countries. A fiscal service EFR, version V1.1.1, provided by EFSTA (EUROPEAN FISCAL STANDARDS ASSOCIATION) is used in this integration example (here and below called Fiscal service).

A scope of integration is the following:

• After the posting of the cash payment liable for registration is completed, a cash register transaction with data to be signed is created and sent to Fiscal service in specified XML format.

• Response with signature and fiscal codes (generated by Fiscal service per country-specific rules) is received from Fiscal service and stored in created cash register transaction.

• Cash receipt with transaction data and signatures/fiscal codes is printed.

It’s assumed that all other legal requirements concerning registered transactions are fulfilled on the side of Fiscal service.

Create Cash registers

Create cash registers at Accounts receivable > Setup > Cash register > Cash registers

Create Cash register locations

Create locations of cash registers at Accounts receivable > Setup > Cash register > Cash register locations

CZ/Czech Republic: Set up Business Premises Id for Cash register location

Create Tax registration type for Business premises Id in General ledger > Setup > Sales tax > External > Tax registration types

Associate created tax registration type with legislative type "Business premise ID" in General ledger > Setup > Sales tax > External > Legislative types.

Open Operating unit associated with Cash register location (Go to Cash register locations, place cursor on a field Organization number, right click > View details or go directly to Organization administration > Common > Organizations > Internal organizations). Click Edit on Addresses tab. Expand Tax registration fast tab and add Tax registration line with Tax registration type for Business premises Id, created on previous step. Fill the field Registration number with Business premises Id.

Create Cash register terminals

Create cash register terminals at Accounts receivable > Setup > Cash register > Cash register terminals

Assign a user to a worker

Assign a user who is acting as cash operator and is allowed to log a cash transaction which will be registered in cash register, to a worker in System administration > Common > Users > Users

Create Cash register operators

Set up cash register operators and assign them to cash register location in Accounts receivable > Setup > Cash register > Cash register operators

Fields description in the form Cash register operators:

Operator code	Enter code of cash register operator
Worker	Choose a worker who has current Operator code
Location	Choose location for current Operator. Operator is allowed to log cash transactions to all terminals in the assigned location.
Default cash register terminal	Optionally choose default terminal. The chosen terminal will be pre-defaulted to documents for which the fiscal registration is required.

Set up methods of payment liable for fiscal registration

Set up methods of payment, which need to be registered in cash register at Accounts receivable > Setup > Cash register > Cash register methods of payment

Important notices

In the following scenarios tax amounts related to payment amount can be identified reliably from the posted transactions:

1. For cash payment posted automatically during posting of COD invoice (cash on delivery terms of payment), tax amounts sent are equal to tax amounts produced by invoice posting.

2. For cash prepayment posted manually from customer payment journal, when sales tax amounts are calculated and posted from the payment journal (tax amounts posted from prepayment are always sent irrespectively from the parameter Send taxes).

Consult with local tax authority to identify the requirements to registering tax amounts related to cash payment in cash register. Split methods of payment if necessary.

In the following scenarios tax amounts related to payment amount can't be identified reliably from the posted transactions:

1. For cash payment posted manually from customer payment journal and settled to previously posted invoice which contains posted tax amount

If you set up to send these tax amounts to cash register, they can’t be considered a fully correct tax amounts but rather a rough tax amounts calculated from the payment amount by a specific amount distribution logic. In these scenarios, correct tax amounts are presented only in the settled posted invoice. Consult with local tax authority to identify the right way for submitting invoiced tax amounts to tax authority checks for these scenarios.

Create Terms of payment for Cash on delivery scenarios

Create Terms of payment with Cash on delivery payment method if a cash payment can be received in the moment of invoice posting, at Account receivables > Payment > Terms of payment

Fields description in the form Terms of payment:

Register automatically posted COD payment for the Free text invoice and print cash receipt

Go to Accounts receivable > Free text invoices > All free text invoices.

Create free text invoice in standard way.

On fast tab Payment choose Method of payment which is set up as cash register method of payment. Choose Terms of payment with cash on delivery settings.

Click Post.

In the dialog Post free text invoice: on tab General, activate the check-box Print cash receipt for printing cash receipt after invoice is posted.

Press button Printer setup > Cash receipt for opening Print destination settings form.

On tab Cash register review Location, Terminal, Cash register and Operator code. Terminal code is pre-defaulted from the "Default cash register terminal" field in the Cash register operators form. Change Terminal code if cash payment is received in different cash register terminal. Click OK to post and print cash receipt.

Register automatically posted COD payment for the Sales order invoice and print cash receipt

Go to Accounts receivable > Free text invoices > All free text invoices.

Create sales order in standard way.

On the fast tab of Price and discount choose Method of payment which is set up as cash register method of payment. Choose Terms of payment with cash on delivery settings.

Click Invoice > Invoice

In the Posting invoice  dialog , on tab Parameters, activate the Print cash receipt checkbox for printing cash receipt after invoice is posted.

Press the Printer setup > Cash receipt button for opening Print destination settings form.

On the Cash register tab review Location, Terminal, Cash register and Operator code. Terminal code is pre-defaulted from “Default cash register terminal” field in the Cash register operators form. Change Terminal code if cash payment is received in different cash register terminal.

Click OK to post and print cash receipt.

Register customer payment from Customer payment journal and print cash receipt

Go to Customer payment journal at Accounts receivables > Journals > Payments > Payment journal (or General journal at General ledger > Journals > General journal).

Create journal lines with customer cash payment in standard way.

On the Payment tab, choose Method of payment which is set up as cash register method of payment. Activate check box "Prepayment journal voucher", if this is a prepayment.

Review Location, Terminal, Cash register and Operator code. Terminal code is pre-defaulted from the "Default cash register terminal" field in the Cash register operators form. Change Terminal code if cash payment is received in different cash register terminal.

Click Post > Post. Click Print > Cash receipt to print a receipt with fiscal codes.

CZ/Czech Republic: Register customer payment from Slip journal and print cash order with cash receipt information

Go to Cash and bank management > Journals > Slip journal.

Create journal lines with customer cash payment in standard way. Review Cash register group of fields on tab Payment. Terminal code is pre-defaulted from “Default cash register terminal” in Cash register operators form. Change Terminal code if cash payment is received in different cash register terminal.

Click Documents approval > Approve. Cash order number is assigned to payment.

Click Post > Post. Click Print > Cash order to print a cash order with fiscal codes.

Cancel payment

If a payment which is being cancelled, has been registered in cash register with cash receipt number, the cancel payment will create a new cash receipt number with negative amount which will also be registered in the same cash register. Payment cancellation cash receipt is presenting fully the same amounts as in initial receipt but negative sign.

Go to Customer transactions form. Place cursor on a payment transaction and press Cancel payment.

In the dialog Cancel payment, fill necessary information and review values in group of fields Cash register. Click OK.

Place cursor on new payment cancellation transaction. Press button Print > Cash receipt to print cash receipt with fiscal codes.

Review Cash register journal. Resend transaction to cash register.

You can review the registered cash payments and also reprint Cash receipt original and copy at Accounts receivable > Inquires > Cash register transactions.

If cash payment wasn't successfully registered for any infrastructural reason (not related with exception scenarios described in the law which should be correctly handled on Fiscal service side) a user will get respective error message after posting of cash payment. The cash register transaction in status "Created" will be available in Cash register fiscal transactions form. User must fix infrastructural issues and manually resend created cash transactions to cash register. Otherwise user is not able to print cash receipt with fiscal codes. Correctly registered transaction gets status "Registered".
