You see intermittent flickering and flashing during a Microsoft Skype for Business video call. This issue occurs on a Surface Hub device that is running Windows 10 Version 1607 or WIndows 10 Version 1703.
This issue may occur after a Surface Hub wakes from sleep if multiple cameras are in use.
To fix this issue, update the Surface Hub with the latest Team edition update that was released on December 12, 2017 and based on KB4053580 (OS Build 15063.786)
This Surface Hub update provides quality improvements and security fixes, including the fix for camera video flashes (tearing or flickers) during Skype for Business calls.
