You can’t clear the TPM in Windows 7 or Windows Server 2008 R2

Symptoms

On a computer that is running Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 with a TPM 1.2 chip, you may not be able to clear the TPM with the owner password. This problem occurs if you have any of the following updates installed:
  • KB3133977
  • KB2920188
  • KB2990184
  • KB3125574

Cause

This is a known issue introduced by the TPM 2.0 support added by update KB2920188 to Windows 7 and Windows Server 2008 R2.

Resolution

To clear the TPM without the need to enter the password, follow these steps:
  1. Click the Start button, type tpm.msc in the Search box, and then click tpm.msc.
  2. In the TPM Management console, click Clear TPM on the Actions pane.
  3. Click I do not have the TPM owner password, and then follow the screen instructions.
