In Exchange 2000, the Microsoft Windows Cluster service
account must have Exchange Full Administrator permissions to create, delete, or
modify an Exchange virtual server. These permissions are required at the
organization level if this is the first Exchange virtual server in the
organization. If it is not the first Exchange virtual server in the
organization, the permissions are required at the Administrative Group
level.
The Cluster service account requires these permissions because
Exchange virtual servers are created, deleted, and modified under the user
context of the cluster service.
NOTE: The user account that is used to sign in to the Cluster
Administrator tool (Cluadmin) must have permissions to administer the cluster.

After the changes are made to the Exchange virtual server,
Exchange Full Administrator permissions must be retained at the organization
level for the Exchange 2000 cluster to function correctly. If the permissions
are removed, the cluster and Exchange virtual server may not function as
expected and the Exchange service pack upgrades on the cluster may
fail.
