To resolve this issue, install Exchange System Manager on the computer that you are using to run the Active Directory Users and Computers tool.
To do this, follow these steps:
1. | Insert the Exchange 2000 Server CD-ROM in your computer's CD-ROM or DVD-ROM drive. |
2. | In Windows Explorer, locate Setup.exe on the Exchange 2000 Server CD-ROM, and then double-click Setup.exe. |
3. | On the Welcome page of the Exchange 2000 Server Setup Wizard, click Next. |
4. | Click I agree, and then click Next. |
5. | Type the CD Key in the appropriate box, and then click Next. |
6. | On the Component Selection page, click the arrow below Action, and then click Custom. |
7. | Locate Microsoft Exchange System Management Tools under Component Name, and then click the arrow to the left (below Action). |
8. | Click Install. |
9. | Click Next. |
10. | On the Component Summary page, verify that Microsoft Exchange System Management Tools is the only item being installed, and then click Next.NOTE: To change your selection of items being installed, click Back to return to the Component Selection page.

11. | Click Finish. |
