Cause

This issue may occur if the "Active Directory Connections" container is not present in the following Active Directory location:
CN=Configuration,DC=domain,DC=com|
                                 |
                                 |- CN=Services|
                                               |
                                               |- CN=Microsoft Exchange

Resolution

To resolve this issue, use the method for your environment:

Mixed Exchange 5.5 and Exchange 2000 Server Environment

In a mixed Exchange 5.5 and Exchange 2000 Server environment, the Active Directory Connections object must contain the correct Access Control List (ACL). To provide the correct ACL, run the setup /forestprep command. For additional information about how to do so, click the article number below to view the article in the Microsoft Knowledge Base:

Environment with Only Exchange 2000 Server

In an environment with only Exchange 2000 Server, re-create the missing Active Directory Connections object in the Active Directory:
  1. Start Adsiedit.exe.

    NOTE: Adsiedit.exe is available on the Windows 2000 installation CD-ROM as one of the Support Tools. To install the Support Tools, run Setup.exe in the Support\Tools folder, and then follow the instructions on the screen.
  2. Double-click Configuration Container, double-click CN=Configuration,DC=domain,DC=com, and then double-click CN=Services.
  3. Right-click CN=Microsoft Exchange, point to New, and then click Object.
  4. In the Select a class box, click container, and then click Next.
  5. Type Active Directory Connections in the Value box, click Next, and then click Finish.
  6. Verify that the Active Directory Connections object has been created in the CN=Microsoft Exchange container.
