Group Policy Management Console crashes in Windows 8.1 or Windows Server 2012 R2

Symptoms

The Group Policy Management Console (GPMC) crashes because of an access violation that occurs when a new Windows Management Instrumentation (WMI) filter is created with WQL queries that contain the "%s" wildcard characters. 

Note This issue occurs only when a new WMI filter is created with the wildcard characters in the WQL query. Editing existing filters doesn't trigger a crash.

Workaround

To work around this issue, create and save the WMI filter without specifying the "%s" wildcard characters first. Then, reopen and edit the WQL query as desired.
