Windows-based computer hangs during OOBE setup tasks

Symptoms

When a user starts a new Windows-based computer, or after they install a new Windows operating system, the Out-Of-Box Experience (OOBE) guides the user through various setup operations. For example, the OOBE contains an Express settings option, and when you select this option, the computer may appear to freeze or hang. When this issue occurs, the OOBE eventually goes to the next page after about 40 minutes, or shortly after you disconnect from the Internet.

Cause

This is an Internet connection issue. The Internet service provider (ISP) may have provided incorrect DNS information. In this situation, OOBE cannot go on to the next page in the wizard.

Resolution

To resolve this issue, disconnect from the Internet. After you've completed all the steps in the OOBE, reconnect to the Internet.
