MQSeries Adapter receive locations stop receiving messages after you install Cumulative Update 3 for BizTalk Server 2013

Symptoms

After you install Cumulative Update 3 for Microsoft BizTalk Server 2013, MQSeries Adapter receive locations stop receiving messages from IBM MQSeries servers.

If the receiving BizTalk host instance is restarted, the receive locations start to receive one batch of messages, but then stop receiving again.
