Multi-Factor Authentication User Portal installation error in Azure

Symptoms

When you try to install or upgrade the Multi-Factor Authentication User Portal in Microsoft Azure, you receive the following error message:  

The specified path '/LM/W3SVC/1/ROOT/MultiFactorAuth' is unavailable. The Internet Information Server might not be running or the path exists and is redirected to another machine. Please check the status of this virtual directory in the Internet Services Manager.

Cause

This issue may occur if an HTTP redirect (<httpRedirect>) is configured in Internet Information Services (IIS) to redirect incoming requests.

Resolution

You must temporarily disable the redirect before you install the Multi-Factor Authentication User Portal. IIS redirect settings can be configured by IIS Manager under the Http Redirect feature.

To resolve this issue, temporarily disable the HTTP redirect configuration.
