Events are logged and you're in limited functionality mode when you host on an SBA server in Lync Server 2013

Symptoms

Users are in limited functionality mode when they deploy multiple Survivable Branch Appliances (SBA) servers to a Front-End pool in a Microsoft Lync Server 2013 environment. 

Additionally, the following events are logged on the SBA servers:

Cause

This issue occurs because of a deadlock in an SQL stored procedure that causes quorum loss of a routing group.

Resolution

To fix this issue, download OcsCore.msp and Server.msp from the August 2016 cumulative update 5.0.8308.965 for Lync Server 2013. Then, install these files on the Front-End server in the following order:
  1. Install OcsCore.msp.
  2. Install Server.msp.
