Storage device is locked out when it enters Device Power State D3 in Windows

Symptoms

When the secure storage device enters device power state D3 in Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2, the storage device loses authorization. Therefore, you must reauthenticate by using the PIN pad on the device after the device switches back to D0 device power state.
