Lync 2013 (Skype for Business) hangs when you switch the language from English to Thai

Symptoms

Assume that you're running a computer that has the system locale set to Thailand, and you have a Microsoft Outlook account (MAPI profile) configured. When you press the grave accent key (`) to change the input keyboard from English to Thai after you open an instant message (IM) conversation, Microsoft Lync 2013 (Skype for Business) stops responding. This issue also occurs when you press the grave accent key while Lync 2013 (Skype for Business) is loading.

Note To set Thailand as the system locale on the computer, first set the current location to Thailand by selecting Control Panel > Region and Language > location > Thailand. Next, select Control Panel > Region and Language > administrative > Thailand, and then restart the computer.

Resolution

To fix this issue, install the March 8, 2016 update (KB3114831) for Lync 2013 (Skype for Business).

Note Lync 2013 was upgraded to Skype for Business in April 2015.
