February 21, 2017, update for SharePoint Foundation 2013 (KB3141523)

• This update changes the Istanbul time zone definition in SharePoint Server 2013 because Turkey ends DST observance.
• This update adds the ETag http response header when you download files by using the download.aspx page.
  
• This update fixes the following issues:
• When you expand metadata navigation nodes of a SharePoint file in the Open dialog box in an Office 2013 application, you receive the following script error:

  Unable to get property 'toLowerCase' of undefined or null reference.

• Screen readers only read the first field label name and it does not read the information bar messages in forms. For example, when you upload a file to a document library and then click OK, a dialog box pops up, but screen readers only read the title of the dialog box.
  
• Assume that the current view is set to scope recursive that displays items from all folders in a flat list. When you save a new view that has some filters and sorts, the new view only shows items in the current folder.
  
• When you use the screen reader (JAWS) on pages that have a list view, some unexpected Forms/AllItems links are listed in the Links List dialog box.
  
• When you try to update the content of a site, you may receive the following error message:

  The URL 'xxxlog' is invalid. It may refer to a nonexistent file or folder, or refer to a valid file or folder that is not in the current Web.

  This issue occurs because the identity column of the SiteQuota table overflows its integer value.
  
• Assume that you create a multiuser column in a list item and add more than two persons to the column. When you view the properties of the list item, the multiuser column does not show the presence information while single user columns show the presence information as expected.
