Cause

This access violation can be caused by a problem in the Jsproxy.dll dynamic-link library (DLL). Because of the installation requirements that were set when Microsoft Windows 2000 was released, Internet Explorer cannot update this file when you install Internet Explorer in Windows 2000 (even if you have installed any service packs).

The hotfix that is described in this article allows the latest version of the Jsproxy.dll file to be installed on Windows 2000-based computers.
