"An error occured when trying to load this project" error when you use the Windows Imaging and Configuration Designer option

Symptoms

When you use the New Windows Image Customization option in the Windows Imaging and Configuration Designer (WICD) tool, you may encounter the following error when you import an Install.wim file.
An error occured when trying to load this project.

Note The spelling of the word occured is incorrect in the error message. The message should say "An error occurred when trying to load this project." Additional symptoms or error messages might occur when you use other deployment tools.

Cause

This issue can occur if the ISO that you used to get the Install.wim file was built by using the .ESD format. This kind of .wim file isn't serviceable.

Notes
  • The Windows 10 RTM ISO that's downloaded through the Media Creation Tool (MCT) contains an Install.wim file that could cause this issue.
  • The Windows 10 version 1511 ISO that's downloaded through the MCT doesn't contain an Install.wim file. Therefore, it can't be imported into the WICD tool. The sources folder contains an Install.esd file that resembles the Install.wim file. This file isn't serviceable, either.
  • Both ISOs have the volume label "ESD-ISO."

Resolution

To fix this issue, download an ISO or get an Install.wim file that's not based on the .ESD format. ISOs that you get on the Microsoft Volume Licensing Site (MVLS) don't use this format and are the preferred ISOs to use for deployments.
