Video stops playing unexpectedly when another video pauses in the same application in Windows 8 or Windows Server 2012

Symptoms

This issue occurs when multiple video streams are playing at the same time in a DirectShow-based application that uses the enhanced video renderer (EVR) filter. When this issue occurs, the video seek bar is still progressing, but the rendering is paused.

Additionally, in the same scenario, the lower frame rate video playback affects the playback rate of the greater frame rate video.

Cause

The EVR calls the DwmSetPresentParameters function to tell Desktop Window Manager (DWM) what frame rate it should play. However, it doesn't work correctly in this scenario and causes the issue.
