You can set the password policy in PC Setting -> Users -> Require a password after the display is off for. On Windows 8.1, this setting starts to count down after the sleep time-out time.

For example, if the sleep setting is 2 minutes and the password setting is 5 minutes, a password isn't required for 7 minutes.
