Cannot Open Embedded Message in Outlook Web Access

Symptoms

After you click Open file from the current location while you are trying to open an e-mail (.eml) file attachment in Microsoft Outlook Web Access, you may receive the following error message:
The file 'pathname with uuencoded filename.eml' could not be opened because it does not exist, or is being used by another application. (0x800CCF65, 2)

Cause

This behavior occurs because of how Exchange 2000 Server processes .eml file attachments.

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
