Games don’t run full screen on Windows 8.1 with hybrid graphics systems

Symptoms

If you have Windows 8.1 with a hybrid graphics system (two video cards on one PC), and you try to run a game in full screen mode, it will play in windowed mode instead.

Cause

This happens on hybrid graphics systems because the DirectX Graphics Infrastructure (DXGI) uses incorrect parameters when some programs try to initiate full screen access.

More Information

Microsoft is aware of this issue with Windows 8.1, and is investigating possible fixes for future versions.
