The ARR server hangs during recycling of the worker process when more than 700 web farms have Health Check configured in Windows Server 2012 R2

Symptoms

You have Application Request Routing (ARR) deployed on a server that is running Windows Server 2012 R2. When there are more than 700 web farms and when all web farms have Health Check configured, the ARR server hangs during recycling of the worker process. Additionally, a "Failed to Respond to Ping" message is logged in the event log.
