HIP service uses 100 percent CPU when the endpoint website address contains "http://"

Symptoms

Consider the following scenario:
  • You create a new Host Initiated Processing (HIP) service. 
  • The service uses an HTTP endpoint.
  • You set a website as the local computer endpoint. 
  • The website address resembles the following:
    http://contoso.com
  • You start the new HIP service.


In this scenario, the new HIP service seems to start. But the CPU spikes to 100 percent. You can verify this in Task Manager for this particular process.

Cause

The Http Listener fails if hipservice.exe.config contains something other than localhost (or, for example, contoso.com) for the website entry.

Resolution
