FIX: Ordering of artifacts resets after you click "Refresh" in BizTalk Server Administration Console

Symptoms

When you order Receive Locations artifacts by Transport Type in the BizTalk Administration Console of BizTalk Server 2013 R2, the artifacts are displayed correctly. However, the ordering of the artifacts is reset after you click Refresh to update the page.
