RyuJIT settings cause managed applications to crash after you install Microsoft .NET Framework 4.6

Symptoms

Assume that you have installed the Microsoft .NET Framework 4.6 on your computer. When you start a managed application, the application crashes. Before you install the .NET Framework 4.6 on the computer, the managed application started correctly.
