GTK offloading fails when the "Only allow a magic packet to wake the computer" option is selected in Windows 7

Symptoms

This issue occurs when the Only allow a magic packet to wake the computer and Allow device to wake the computer options are selected under the Power Management tab in the properties of a wireless network adapter in Device Manager.

Note GTK represents a group transient key.
