FIX: Http send port instance stays active during network failure between BizTalk Server and a web server

Symptoms

When you're using an HTTP send port to communicate with a web server, you may find that the HTTP send port instance always stays in active status when there's some intermittent network failure between BizTalk Server and the web server.

If you capture the network trace for this scenario, you may notice that the network connection is actually not fully established.

Cause

The issue occurs because the requesttimeout setting on this HTTP send port doesn’t take effect when the connection is not fully established. Therefore, the send port instance stays in active status instead of timing out.
