Symptoms

When you run the Secure Mail Server Wizard under Server Publishing in ISA Server, the Outbound SMTP service check box may be unavailable.

Cause

When an ISA Server computer is running as an active member of an ISA array, the Mail Server Publishing Wizard does not have the rights to create and apply a protocol rule. Because Outgoing SMTP is a protocol rule, when you are using Enterprise policy, the Outbound SMTP service check box is unavailable.
