Touch Keyboard does not appear on logon screen when you try to enter a password in Windows

Symptoms

When you try to enter a password or user name in the Windows logon screen by using a touch-capable device, the Touch Keyboard does not appear. 

This issue occurs in Windows 8.1, Windows RT 8.1, and Windows Server 2012 R2 on a computer on which the fast startup mode is enabled. A hotfix is available to resolve this issue. The hotfix has a prerequisite.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

If the hotfix is available for download, there is a "Hotfix Download Available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

Prerequisites

To apply this update, you must have update 2919355 installed in Windows 8.1 or Windows Server 2012 R2.

Registry information

To use the hotfix in this package, you do not have to make any changes to the registry.

Restart requirement

You may have to restart the computer after you apply this hotfix.

Windows 8.1 and Windows Server 2012 R2 file information and notes

More Information

Steps to reproduce this issue

  1. In Control Panel, open the Power Options item.
  2. Click Choose what the power button does.
  3. Enable the Turn on fast startup (recommended) option.
  4. Turn off the device.
  5. Push the power button to turn on the device.
  6. On the logon screen, tap the Password box, and then tap a different area of the logon screen.
  7. The Touch Keyboard does not reappear.
