Symptoms

With the Microsoft Exchange 2000 Server Service Pack 2 (SP2) Migration Wizard, you have the option to not migrate e-mail messages with specific words in the subject line. A Subject File List is referenced in order to enforce these keywords. If the text file that contains the list is not saved as a Unicode text file, you receive the following error message:
Invalid file specified. Specify another file.

This error message does not point to the specific problem. The problem is that the text file that contains the list was not saved as a Unicode text file.

Resolution

To resolve this issue, save the subject file list as a Unicode file. If you are using Notepad, follow these steps:
With the file open, click Save As on the File menu.
In the Encoding list at the bottom of the Save As dialog box, click Unicode.

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
