XL2000: COM Add-in Ignores Regional Settings When Creating Data Validation in Excel

Symptoms

When you use a Component Object Model (COM) add-in to automate the process of creating a data validation range in an Excel workbook, text in the input message does not use the applied list separator under Regional Settings in Control Panel.

Cause

COM add-ins interact with Excel through a different part of the object model that does not support a Locale ID (LCID). Because COM Add-ins do not have a Locale ID passed to them, the default language setting that they use is English U.S.

Workaround

To work around this behavior, you can use a .xla file (Excel add-in) instead of a COM add-in.
