PHP 5.4 now uses HTTP Error 500 instead of HTTP Error 401 in Windows 8 or Windows Server 2012

After you install PHP 5.4, when you go to a website that you do not have permissions for, you now will receive HTTP Error 500 together with an error message that resembles the following: 
Unknown: failed to open stream: Permission denied in Unknown on line 0.
