The touch keyboard is unavailable when you log on to Windows 8.1

Symptoms

When you tap the password entry area quickly multiple times to log on to a Windows 8.1 touch-based system, the touch keyboard may no longer appear.

Cause

This issue occurs because the password entry area for touch is no longer in the correct place on the UI.

Resolution

To display the touch keyboard, tap the screen-based Power button, and then tap the password field.
