FIX: WCF-BasicHttp send port remains in "Active" state after the web service returns an incorrect response

Symptoms

Assume that you use Microsoft BizTalk Server 2013 R2 or BizTalk Server 2013 and that you use a WCF-BasicHttp send port to communicate with an external web service. In this scenario, if the web service returns an incorrect response (for example, an incorrect ContentType element), the WCF-BasicHttp send port instance remains in an "Active" state instead of being suspended as expected.

Note This is likely to cause a build-up in the MsgBox container. This in turn causes throttling and performance issues.
