Issue that the update fixes

Symptoms

You cannot install watcher node from Microsoft Lync Server 2013 Management Pack on a non-English version of Windows Server when you run the following command in Lync Server Manage Shell:
WatcherNode.msi Authentication=TrustedServer 
When this issue occurs, you receive the following error message:
Error 0x8007056b (A member could not be added to or removed from the local group because the member does not exist.) adding local user "NETWORK SERVICE" to local group "RTC Local Read-only Administrators"

Cause

This issue occurs because WatcherNode.msi translates the "NETWORK SERVICE" string to the operating system language. Therefore, WatcherNode.msi cannot add the NETWORK SERVICE account to the "RTC Local Read-only Administrators" group.
