Touch keyboard and handwriting panel freezes in handwriting mode in Windows 8.1 or Windows RT 8.1

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2 with Japanese input.
  • You set up a user account as assigned access and set up a certain Windows Store app for the assigned access account.

    Note Assigned access is a setting that lets you restrict a specific standard account to using only one Windows Store app.
  • The user logs on the computer to use the app and uses the touch keyboard and handwriting panel the in handwriting mode. 
  • The user continuously draws any characters in the input area and press the Insert button.
In this scenario, the input panel freezes in the handwriting mode. Specifically, when this issue occurs, you can draw characters in the input area. However, the buttons on the right side of the touch keyboard and handwriting panel do not work. Therefore, no characters can be inserted.

Cause

This issue occurs because a conflict occurs in the IMJPLMP.dll file. Specifically, the new ink messages call an IMJPLMP function when the function is still processing a previous message.

Resolution

To resolve this issue, we have released a hotfix for Windows 8.1 or Windows Server 2012 R2 . 

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

If the hotfix is available for download, there is a "Hotfix Download Available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

To apply this update, you must have update 2919355 installed in Windows 8.1 or Windows Server 2012 R2.
